"Contractorisation: a regulatory authority view" Frances Taylor HM Superintending Inspector, Nuclear Safety Division, Health and Safety Executive.

Changes in the way industry operates, including increasing use of contractors, has led the HSE to re-exam the adequacy of existing legislation, guidance and its own operating practices.This talk will provide an insight into the emerging findings

"Responsible contracting" Hugh Wakeling, Foster Wheeler UK.

Foster Wheeler is currently involved with engineering term services contracts with three UK Refineries. Some of the opportunities and challenges of providing a user-friendly service that satisfies all the quality, health, safety and environment issues will be described.
 

"Cutting to the core: a regulatory perspective on demanning" Debbie Lucas. Head of Human Factors & Management System Section, MSDU, Health and Safety Executive.

Why all the fuss about demanning since it is really part of a management of change problem. Current HSE guidance and the problems where demanning has gone wrong will be described. The next steps will be research to develop a robust assurance process.
 

"Assessing the safety of staffing arrangements for process operations" Helen Conlin, ENTEC UK Ltd.

A presentation of recently developed guidelines and case studies on conducting staffing assessments of control rooms in chemical and allied industries.
 

"Managing organisational change safely" Colin Pinder, BP Amoco.

BP Amoco is involved in reducing manning levels in certain locations and to do this within the constraints of the safety regime. A rigorous risk assessment is carried out and will be described.
 

"Safety review of demanning versus control system automation."Robin Pitblado, DNV.

A case study of DCS implementation, control loops, alarm loading and field operator loading will be described.Conclusions will be drawn and the safety trade off will be discussed.
 

"Criminal sanctions - where are we now?" Gerard Forlin, Barrister.

The new proposals for Corporate Killing, health and safety issues and sentencing will be discussed.
